If you have 16 or more WATER monsters at the time of this card's summoning, it's game right there. It should be the number of WATER monsters in your Graveyard x500, and should be Special Summoned by removing 2 WATER monsters in your Graveyard from play, with a higher level (6?) :S 4.3/10, just because the card is horribly overpowered. 8.3/10 after fixing. I'll rewrite your current effect and then evaluate it:"This card cannot be Normal Summoned or Set. This card can only be Special Summoned by removing 2 WATER Monsters in your Graveyard from play. The ATK of this card is equal to the number of WATER Monsters in your Graveyard x 500." However, this effect is overpowered. 6 WATER Monsters makes for 3000 ATK... powerful aggro it is. Remember (or learn) that the WATER technique is mostly about Field Control Play. So, you can keep the Summoning requirements, but give your monster the ability to destroy 1 face-down Spell or Trap Card by discarding 1 card from your hand, once per turn. If you do this (which I recommend), here would be your final card: "This card cannot be Normal Summoned or Set. This card can only be Special Summoned by removing 2 WATER Monsters in your Graveyard from play. Once per turn, by discarding 1 card from your hand, you may destroy 1 face-down Spell or Trap Card on your opponent's side of the field."
