First of all, your OCG is off. Here is how I would do it:

 

This card cannot be Special Summoned. This card can only be Tribute Summoned or Set by Tributing 3 monsters with the same name on your field. When your opponent declares an attack, you can increase your Life Points by half the ATK of the attacking monster. If this card is destroyed by battle, you can reduce your Life Points to 1 to Special Summon 1 monster with an ATK of 1000 or less from your Deck in face-down Defense Position.

 

This effect is, as blackblade mentioned, overpowered and underpowered at the same time. It is overpowered because of the Life Point gain effect. It is underpowered because of the monster that can be summoned for such a hefty cost. The summoning condition is also a bit difficult to pull off since it requires 3 monsters with the same name. Cool image.

you could pull it off if you had 3 copies of each monster in your deck.

you could also increase your chances by using spirit reaper or swords of the revieling lights.

that is my own tiny OCG fixes and it has to be face-up defense because then you can just pick a non 1,000 atk or less monster but the opponent wont know because its face-down and all special summons MUST be face-up.other than that 7/10.

Underpowered. It's a bit hard to summon and not really worth the effort. Picture is OK. It isnt too bad. Worth a 7/10.

Suggestions:

-Its first effect dosn't corruspond with the card because it has high attack. I think it would be more of a card that would be destroyed by spell or trap cards.

-Change "This card cannot be Special Summoned. This card can only be Summoned" to "This card cannot be Normal Summoned or Set. This card can only be Special Summoned" or "This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except."

-Few OCG errors.
