It's good enough. You have to have it sit 2 turns (the turn you set it and your opponent's consecutive turn in which you probably won't be able to summon a Thunder-Type monster. I know there are exceptions like Portable etc, but they're still a little unlikely.)

 

So, you'll have to gamble a little to make sure your opponent doesn't destroy it in those 2 turns. It's still a good card, don't get me wrong, but somewhat situational. If your opponent negates the Summon or this, it's also goin' down the drain.
