its not a monarch.... all monarchs have comes into play effects, calling this a monarch is incorrect, because it dose not fit the theme its not even a one sak, looking at it this way i would rate it about a 2-3/10 mainly for failing to make a card in the theme. HOWEVER without trying to fit this card into a theme i would probably rate it underpowered, though its balanced its really underpowered for a two sak monster, its effect is just not good enough, you could proably take out the down side make it just this monster can attack twice and get away with it because lets be honest even if it could attack twice it still would not be the greatest monster ever or even nearly broken it would be ballenced and not underpowered by looking at it this way i would rate it a 6/10 its ballenced but it really could have been more, nice try

This is way underpowered and not correct in the way monarchs are used. The picture is OK. This card needs work. 4/10.
