This card cannot be Normal Summoned or Special Summon. This card can only be Heir Summoned from your Graveyard when either player gets one additional Heir Summon or Normal Summon per turn, (this card is not considered part of your Heir Summon limit). As long as this card remains face-up on the field, when a monster that includes "Future Gear" in its card name attacks, if its ATK is lower than the ATK of the target, the ATK of the attacking monster becomes 2300. When this card is removed from the field, remove it from play instead of going to the Graveyard.

Heir Summoning Rules and Notes

~ An Heir Summon is treated like a Normal Summon. You may only Heir Summon once per turn.

~ You may only Heir Summon if you did not Normal Summon or Set during that turn. If you do Heir Summon during a turn, you cannot Normal Summon or Set during the same turn.

~If you do Heir Summon during your opponents turn, you are still restricted to the once per turn limit, (this does not carry over to the next turn).

Reading the rules for the Heir Summon' date=' I do think you could just limit yourself to either Normal Summon or Special Summon. Your idea here's basically a slowed-down Special Summon...

But balance is off big time >.<...

 

The idea can work but the pressure points are heavy...

I can always go with an idea that I already perfected but that's never fun.
