This card is also treated as WATER. As long as you control another face-up Level 5 or higher Fairy-Type monster, this card cannot be selected as an attack target and can attack your opponent's Life Points directly. All Battle Damage this card inflicts is treated as Effect Damage.

Activate only when there are 5 or more Spell Counters on the field and you control at least 1 face-up Fairy-Type monster. Select 1 face-up Fairy-Type monster you control and move all Spell Counters to the selected monster. The selected monster gains 200 ATK & DEF for each Spell Counter. During each of your Standby Phases you can remove up to 3 Spell Counters from the selected monster to increase your Life Points by 600 for each Spell Counter removed using this effect. If this card is destroyed, remove the selected monster from play.

This card can only be Normal Summoned or Set by Tributing 2 face-up Fairy-Type monsters you control. As long as this card remains face-up on the field all Fairy-Type monsters you control cannot be selected as an Attack Target by your opponent. If a Fairy-Type monster you control is sent from the field to the Grayveard by a card effect your opponent controls, you can destroy this card to destroy all face-up cards your opponent controls.[/align]

I think this would be more suitable as an Equip Spell Card as all of its effects are directly related to the selected monster. I'd change it ton an Equip Spell Card and use the following as the effect:

 

This card can only be activated while 5 or more Spell Counters exist on the field. This card can only be equipped to a Fairy-Type monster. Move all Spell Counters on the field to the equipped monster. The equipped monster gains 200 ATK and DEF for each Spell Counter on it. Once per turn during your Standby Phase, you can remove up to 3 Spell Counters from the selected monster to gain 600 Life Points for each Spell Counter removed. If this card is destroyed, remove from play the selected monster.

 

 

Valtica:

 

This card can only be Normal Summoned or Set by Tributing 2 face-up Fairy-Type monsters you control. While this card is face-up on the field, Fairy-Type monsters you control cannot be selected as an attack target. If a Fairy-Type monster you control is sent from the field to the Graveyard by your opponent's card effect, you can Tribute this card to destroy all face-up cards your opponent controls.

 

I'd make it so that it cannot be Special Summoned and give it a 3-Trib requirement instead of 2.

 

 

Also, delete all circulations, they're all unrealistic. Add "EN" before the suffixes of all Set IDs.
