Too luck reliant for most duelist's tastes.

A luck-sack broken card in an era where there are less-luck reliant and more broken cards available.

Is trading hand advantage for possible field advantage worth it?

Yes.

The reason Snipe isn't good this format is simply that their are other cards out their now that can do the same thing as it' date=' but in a faster and more efficiently way.

And less luck-sackish. Let's not forget that.

is it becuase of the roll thing?

Yes.

The controller of Snipe can't immediatly declare if a card is destroyed or not' date=' because you need to roll the dice first and the dice-roll isn't a cost, but part of it's effect.

To make his post a little bit clearer: Stardust negates the activation and effect of a S/T/M effect that would destroy a card(s) on the field. YOu can't determine if Snipe Hunter will destroy something at the activation of his effect, since Snipe Hunter's only cost is the discard. The die-rolling takes place during the resolution to determine if something will be destroyed or his effect will disappear.
