However, this format is in such a sad state that Snipe Hunter isn't a card that immediately sticks out as obviously banworthy. It is, of course, just less so than a good chunk of the decks out there. The controller of Snipe can't immediatly declare if a card is destroyed or not, because you need to roll the dice first and the dice-roll isn't a cost, but part of it's effect. YOu can't determine if Snipe Hunter will destroy something at the activation of his effect, since Snipe Hunter's only cost is the discard.
