You can pay 2000 Life Points to Special Summon 2 Level 3 Psychic-Type monsters from you Deck. This can only be used once while this card is face-up on the field As someone else said in the Storm Caller Topic: I think Konami's trying to make good Psychic support but thinks it'll be broken so they limit the effect to a point where the card becomes semi-decent/bad.
