Not bad, seems overpowered to me though becasue it can return monsters your opponent controls to their hand and attack them directly with 3000 ATK.

 

The picture and the OCG/grammar are pretty good though.

9/10 :D It's great. One little bit of rephrasing at the end is needed however. I can't say what it is but it doesn't flow like a real card.

 

Instead of saying "Return all face-down Defense Position monsters on the field to the top of the owners' Decks, and shuffle the Decks."

 

It should say "Return all face-down Defense Position monsters on the field to the controller’s respective Decks and shuffle them." This is the proper wording for it but yours is completely fine.

Uh, it is level 9, though it shouldn't be. Levels above 7 don't matter one bit unless you give them a summoning restriction. You could have a level 11 monster with 3000 ATK, and it would be the same as a blue-eyes unless you made it harder to summon. In my opinion, this card should be level 8, and no higher, unless a restriction to summon it is added, which I don't think is necessary since it's effect isn't powerful enough to warrant it.
