One person could consider a 100 ATK Vanilla to be overpowered; another could consider an 8000 ATK Level 3 Vanilla to be perfectly balanced. I will not even answer that. Otherwise, you just described BEWD, who outside of 'Nilla is outclassed by Super-Conductor Tyranno, who has a fair effect and 3300 ATK, and both easily fall to DAD, Snipe Hunter, Lightning Vortex, Mirror Force, CCV, and probably a hundred other cards.
