They could find a way to inflict the last 2800 damage and destroy the rest of your opponents field some other way. But then again, doing so would take up more cards. So no, they don't need DAD to win, however it greatly helps push their win condition. tl;dr version: Pot of Greed usually isn't the game winning card in Chaos Decks.
