Increase the selected monster's ATK by 900 and increase it's level by 1. As long as this card remains face-up on the field, all face-up Tuner monsters on the field cannot be used for a Synchro Summon. The fact that you make a tuner a level 4 weak monster and you can't Synchro summon just doesn't float my boat. However, it is a good emergency card.
