If you control no monters except this gard, decrease this card's ATK by 1000 points. When this card is successully Summoned select and activate 1 of the following effects:*As long as this card i s face-up negate the effect of all Effect monsters (except this card);*Increase this card's ATK by 200 x the number of Dragon-Type monsters with 1600 or less ATK in your Deck. If this card is the only card on your side of the field,reduce this card's ATK by 1000. When this card is Summoned,you can activate one of the following effects:* Increase this card's ATK by 200 for every Dragon-type monster with 1600 ATK or less in your Graveyard.* As long as this card remains face-up on the field, negate the effects of all other monsters on the field. and nerf the ATK,regardless of how restrictive it is,it should be level 9 with around 3300-3500 ATK since only level 10 monsters with a certain summoning condition has 4000+ ATK and you can't really check how much cards are in your deck that way so graveyard seems better.
