Finished Sets Sticky Application Thread

Here's a LOOSE application thread to apply for a set to be stickied:

Sets can be examined for OCG errors and such. Various choices could affect it being stickied. It should be as realistic as possible and follow all rules (nothing 'offensive'' date=' and whatnot).
