Each player can Special Summon the monster with the highest Level from their hand, ignoring Summoning Conditions. (If there are more monsters with the same Level, the player can select which one to summon.) If one player cannot summon any monsters, remove from play the monster summoned by the other player in your End Phase. Actually, I can't really decide which of my three ideas should I concentrate, that's why I put a few ideas here and there. But I'm not so skilled yet, but it will get better, I hope.
