It's a very simple effect. Try thinking of better effects. In addition, the card seems to be UP(underpowered).

I believe that the effect should be worded somewhat like this, I'm not really sure, though:

 

Activate this effect only when your opponent activates a Trap Card which would target 1 monster you control. Change the target of the Trap Card to a monster your opponent controls.

 

I wonder if it should be once per turn, even though the original text didn't mention it. For now, I give 7/10 for that card.

Seeing as the major gripe has already been taken care of by Exa, I've got only one complaint to make . . . and that's a comma -- Elemental Heroes do not use commas in their names. But beyond that, it'd be good once you follow Exa's advice.
