It should be (someone might need to correct me): "This card cannot be Normal Summoned or Set, this card can only be Special Summoned by Tributing 3 WATER monsters on your side of the field. When this card is Tribute Summoned place 5 Ice Counters on this card. You can remove 2 Ice Counters on this card to remove from play one card on the field." I think that's the way.
