Because there are real cards out there (like Majestic Mech - Goryu) who inflict all of the ATK, and they're easy to Summon, especially with the Mech effects like: "You can Normal Summon this card with 1 Tribute. If you do, destroy it during the End Phase." And, Windman is fairly easy to pull out, because it's a Contact Fuse. I really like the sets, and the pictures are nice too. Contrary to the other comment I saw, you should at least gain the entire ATK of the destroyed monster since gaining Life Points isn't as effective in the game as inflicting damage. In my opinion, all Card Effects that gain Life Points should make the owner gain more than what damage effects can inflict. The reason for it to being slightly inferior is that healing takes you 1 step farther from loosing, but making damage takes you 1 step closer to winning.
