Cards that have been sent to 1 on the banlist tend to have considerable inertia; recall that Raiza saw precious little play during the year following his Limitation - in fact, let's be honest, anything that wasn't in whatever deck happened to be the single deck of the format ended up seeing precious little play during that year - yet he wasn't returned to 2 in March 2009. For all their faults, Konami makes very few undeserved bans - they're very conservative with the banhammer, which is why most of the problems involve everything from DAD to Treeborn Frog running rampant. I can only think of a few currently banned cards - Metamorphosis, Magician of Faith, and possibly Cathedral of Nobles come to mind - that I would like to see legalized; the vast majority of them should stay at 0 forever. I guess? Meh, I was wrong. Wasn't that Corn Monarch? I've been led to believe that PACMAN is an acronym for "Pure Advantage Camels Munch All Noobs", and was basically some form of burn variant with WMCs, Greavekeepers, Des Lacooda, and some more stuff.
