Toon Slifer the Sky Dragon

Effect:[align=justify]

This card cannot be Normal Summoned or Set. This card can only be Special Summoned while "Toon World" is on your side the field. You can Special Summon this monster from your hand, but Tributes are required for monsters Level 5 or more. This card cannot attack in the turn that it is Summoned. Unless you pay 500 Life Points, this monster cannot attack. When "Toon World" on the field is destroyed, this card is also destroyed. If your opponent doesn't control a Toon Monster, this card can attack your opponent's Life Points directly. If a face-up Toon Monster is on your opponent's side of the field, you must select the Toon Monster as an attack target. Every time the opponent summons a monster onto the field the monster's ATK and DEF are cut by 2000 points. X stands for the number of cards in the player's hand.[/align]

The picture of Slifer is downloaded from deviantart (~cartoonist), background found on google, and thunder effect added in photoshop. Also I removed watermark and some lines, so there is no unnecessary pixels!

No Divine-Beasts, OCG at the end is not correct, shining light on the fact that you copied the first part of the card from Toon Blue-Eyes, and here I come with an OCG fix:

 

This card cannot be Normal Summoned or Set. This card can only be Special Summoned while "Toon World" is on your side the field. You can Special Summon this monster from your hand, but Tributes are required for monsters Level 5 or more. This card cannot attack in the turn that it is Summoned. Unless you pay 500 Life Points, this monster cannot attack. When "Toon World" on the field is destroyed, this card is also destroyed. If your opponent doesn't control a Toon Monster, this card can attack your opponent's Life Points directly. If a face-up Toon Monster is on your opponent's side of the field, you must select the Toon Monster as an attack target [/Toon Blue-Eyes]. When your opponent Summons a monster, you can pay 500 Life Points to halve the ATK of the Summoned monster. This card's ATK and DEF are equal to the number of cards in your hand x 1000.

My OCG fix would be:

You can Special Summon this monster from your hand by Tributing three monsters. This card cannot attack in the turn that it is Summoned. Unless you pay 500 Life Points, this monster cannot attack. When "Toon World" on the field is destroyed, this card is also destroyed. If your opponent doesn't control a Toon Monster, this card can attack your opponent's Life Points directly. If a face-up Toon Monster is on your opponent's side of the field, you must select the Toon Monster as an attack target. Every time your opponent summons a monster, reduce its ATK and DEF by 2000. The ATK and DEF of this card becomes the number of cards in your hand x 1000.

Gonna make Obelisk?

 

Both images (Ra & Slifer) I found on deviantart.com, changed them a little, added effects and posted, but I didn't drawn 'em myself. So I will NOT make Obelisk cause it isn't drawn yet by its original author. By the way I tried to make it but it's pretty hard to draw it cause he has small head with a lot of details, and as you can see on Ra & Slifer they don't have much details, so I need to reduce details and still that image needs to be Obelisk!! Pretty difficult, ha?
