It's basically turns Instant Fusion into "Destroy one monster on your opponents side of the field," which at one isn't even remotely dangerous. And you won't use the Thousand-Eyes Restrict as a Tribute folder/Synchro fodder, because...? How often do you need just one more star to turn a synchro summon into a game breaking synchro summon? In my experience, I never have trouble getting out DSF and GGing. Admittedly Gaining the effect of destroy one monster from TER and the kill one card from a Caius/Mobius/Thesty/Raiza at the cost of just one card (Instant Fusion) would be a large benefit. Then again, it would force you to run an Instant Fusion based Extra deck to use TER, which no one should have to do if they have the option otherwise.
