Lore:

 

1 Tuner monster + 1 or more non-Tuner monsters

You can Tribute 1 WATER monster to negate the effect of your opponent's Spell, Trap and Effect Monster Cards. Then place an Icy counter on this card. This card gains 200 ATK for each Icy counter on it. During the End Phase of your turn, Special Summon the Tributed monster. Each time this card destroys your opponent's monster by battle, place 1 Icy counter on it. You can remove 3 Icy counters from this card to destroy all monsters your opponent controls.

I know the effect is sort of like Stardust Dragon, but you can Tribute 1 of your other WATER monsters to negate it. (It can still sacrifice itself too). You get an Icy counter on it and you get a nice 200 ATK bonus. You can even gain more Icy counters from attacking/destroying. By sacrificing 600 ATK points, your opponent loses all their monsters.

 

(Note: I called my counters, "Icy counters", as a tribute to Icyblue :D)

Good card, but If the Synchro Material needed 1 Tuner Monster + 1 WATER Non-Tuner Monster It would have been better.
