Guess what, he's right :P You cannot declare priority to activate an effect if it was never summoned to the field... and you can't solemn and effect (Cyber-Stein) so that is also correct, and the last one is also correct.

The second one is a dumb ruling though in my opinion.

 

Your opinion does not matter in a plain, black and white situation like when discussing rulings.
