Alright. My advice:

 

1) Change the number of stars to 6.

A Monarch can be summoned for 1 Tribute, has more ATK, has an instant effect, and the player doesnt' need another machine on the field.

 

2) Raise its ATK to 2100.

The player not only needs a monster to tribute for it... but also another one (specifically a machine) to make its ATK descent and its effect usable? Nah. At least if they go through the effort of summoning it, it should be able to match a Cyber Dragon without a machine, and beat a Monarch with a common machine equipped to it like one of the Gadgets.

 

3) Change its name to "Dark-Engine Dragon".

...It sounds cooler. XD

The Scenario: You were finally able to sacrifice two monsters to summon your Engine Dragon! But have no more monsters for its effect. =(

 

On my turn I summon Zaborg and blow it apart. OR. I special Summon Cyber Dragon and kill it.

 

Even in the event you manage to pull of a Machine Duplication combo and summon three machines (two of which are sacrificed). Your Engine Dragon would only have 2000 ATK. Since you can't use its affect during my turn, you can get raped by Cyber Dragon... or a Monarch if I SS a monster first for a tribute... or SS that monarch from the grave.

 

Sorry I use the Monarchs as an example so much, but they're the power that defines a created cards balance. They take no effort to summon and have instant effects. I'm just trying to take away some of the effort in summoning your created card so it would be more used if it was real.

 

What I'm saying is that I suggested those changes because I thought your card could truely benefit from them without becoming an unstoppable force. If you don't want to make the changes, that's alright, I won't persist any further than this.
