Yeah, but I would need to make a Oogie's Manor Monster, then a Fusion Version. But I can't find a good Oogie Manor Fusion Picture. Since I haven't planned them out, I guess I could make them as Promos.

Nah, keep it as a token, an maybe if you could manage to find his manor, you can make a Token card from it. However when I think about it that could be troubelsome.

I would change Lock, Shock and Barrel's effects to:

 

This card cannot be Normal Summoned of Set. You can Special Summon this card from your hand if you control a "Halloween Town: Town of Thrills and Chills.", or an "Oogie Boogie" card.

 

This way, when you search for them, they are easier to summon, and the effects make more sense. You usually see the 3 together, so... yeah. :D
