They did set up a reason, like the mark left by Jenova was built up to have Sephiroth emerge again.There is too much of KH to fit into one movie. Like how characters have been written out to update the fic yet a leader is only 3rd place in one of the teams. It sacrificed continuity with relevance and still is not up to date.
