I mean, there is already thing where you have to type a minimum of a small amount of letters. That helps a little, but you can't make it prevent someone from typing something stupid. With the rep system, there would be pointless reps. This makes the rep system bad(#1). However, people who gained fame through bad thing #1 would be "uncovered" and could not be trusted(#2a). When I first became a member about 11 months ago, your reputation was shown with two numbers (positives and negs), not just both of them combined. So say you had 20 positives and 5 negs. It would come up as 20/5 instead of just 15. If that were to come back, that would be pretty cool. Maybe something like: 2/1/0, which would mean 2 positives, 1 neg, and 0 neutrals. There was also a post reference feature.
