How it works: You want to Summon an Effect Monster onto the field without penalty, you can but you must also discard 1 Effect Monster from your hand. If you can't you must pay 500 Life Points. Same with Spells, if you activate an Equip Spell Card, you must discard an Equip Spell Card as well. This is worse than Speed World, because it effects Spells AND monster cards. I'm sure people will dislike this card, since I myself find Speed World a tough card to work with and see very little benefits. But if your strategy is just to use a few cards in a duel then this card might be for you, as it will hinder your opponent more than yourself. Also, I'm guessing it doesn't include Traps and that you meant that specific Type of card and not just any monster to discard for one).Hope that was what you meant^ I like the card and I see how it is related to Speed World although I first thought of Clear World after reading it for some reason. If you activate a Quick-Play Spell Card, and then summon a Normal Monster, but you have no other cards of those catergories in your hand, you will have to pay 500 Life Points each to activate the Quick-Play and summon the Vanilla. If this card is activated at the start of the duel, it would only allow 15 cards or less to be played by both players before it wipes out a players 8000 LPs. So this card really stresses the mind of both players on what to do next. Its really more of a "I hate this card" type of thing. A card is worth more than 500 LP; that's why Ancient Leaf even sees use (albeit rarely). Make it real clear that the effect is a cost, though, or Dark World will abuse the hell out of this.
