that is on hell of a milling effect of your opponent to discard so much

 

so it's only reasonable that your opponent should have the chance to rid of it quickly, and 0/0 is balanced for it

you forgot to say the atk gain only lasts for 1 turn

Because it doesn't. That would make it underpowered.

 

Assuming the average die roll is 300-400, even if you rolled 3 die in a turn you'd only get about 900 to 1200 ATK. If you wanted that, why not just use Axe of Despair and save yourself the trouble?

 

As is, the card would certainly be limited (since you could equip several to a single monster for lolatk) but not banned.
