Possible new Spellcaster tech? (Enchantress of the Blue Moon)

OK so I decided to make a new realistic card and place it here for show.

 

 

Effect:

 

1 Spellcaster-Type Tuner monster + 1 or more non-Tuner monsters

This card cannot be Special Summoned except by Synchro Summon. When this card is Synchro Summoned successfully, you can return up to 5 cards on the field to their owner's Decks. This card gains 200 ATK for each card that is returned to your Deck. When this card battles an opponent's monster, place a Blue Moon counter on the opponent's monster after Damage Calculation. Monsters with a Blue Moon counter lose 200 ATK for each counter on them. When this card is removed from the field, remove all Blue Moon counters on the field.

It's overpowered

It's probably the counters that make it OP'ed.

I fixed it by lowering the ATK that's lost for each counter and put an effect removing the counters when this card is no longer in play.

if it's 200 per card for the boost, you should make this lv8 instead, once the atk is over 3000 it's too high for a lv7 card

 

for the most part the card is well balanced, and did J-Max say where he pulled the pic from?
