This card cannot be Normal Summoned or Set. This card can only be Special Summoned by returning to your hand all face up LIGHT monsters on your side of the field. Pay 800 Life Points. During your Battle Phase, decrease the ATK and DEF of one of your opponent's face up monsters by 400 points.

This is actually one of the more balanced cards I've seen. However it does have a problem of a really high cost for a low benefit. I almost feel the 800 life point cost could be omitted if you wanted to and just make it during your battle phase

true, but say you have a card equipped to the high preist lets say "Axe of despair" and your opponents monster has a higher ATK than you, it could be a useful effect at the right time of course but your comment is noted. :)

It looks balanced the only part I have a problem with is the summoning requirements I mean if you used Brain/Mind Control and took say a Cyber Dragon you would just return that and Special Summon a monster easily.

Which is not that bad since it would be almost the same as if I used that monster as a Tribute for a level 5-6 monster or for a Synchro Summon. Actually, it could be better to use it as a Tribute/Synchro Summon because you would send the monster to the Graveyard.

 

I don't like to rate cards, but I will say yours is really good, in both effect and artwork.
