[spoiler=The Lore]This card cannot be Normal Summoned or Set. This card cannot be Special Summoned, except from your Graveyard by removing from play 1 Aqua-Type monster from your Graveyard. As long as this card remains face-up on the field, Level 1 monsters cannot attack or change their Battle Position. Once per turn, you can return any number of cards from your hand to your Deck. For each card returned to your Deck by this card's effect, decrease the Level of 1 face-up monster by 1.

At first I thought this card would go well with "Frogs", but I continued reading and found out its effect is more related to Level lowering.

 

The effect is a bit random: is it only useful for allowing monster to bypass Gravity Bind/Area B and only if they are level 4 (or level 5 while Legendary Ocean is face-up). Now, if the effect worked on monsters in hand, then it would become highly useful; but still, his Summoning Condition is somewhat hard to fulfill as Aqua monsters are barely run in Legendary Ocean Decks (with the exception of Warrior or Atlantis).

 

It is a good card, but you could change the effect for another that goes better with Legendary Ocean.
