If you find Ragnarok's ratings bad, then just ignore him and post your own opinion about what must be done. As for the card itself, I'm rather impressed with how entire card looks so real. Since it's impossible for this card to conduct battle during your opponent's Battle Phase, I assume you mean to say that its second effect activates when it doesn't battle at all, in which the correct think would be During your opponent's turn, if this card does not do battle, destroy all Spell and Trap Cards your opponent controls.
