But really aside from that i can understand the effect and its actually quite good. The pic is really cool. Mind pming me it? And its actually rather balanced. Maybe still a tad op'd but then again not really. 7/10

The OCG is off a bit, it should say -While- instead of -When- and instead of "only this monster can be targeted" it should read "your opponent can only select this card as an attack target".

There's also a couple things wrong in the grammar, and the picture could have been better.

You forgot the part where 700 a Spell and/or Trap is potentially overpowered.

You put three down, this thing has 3100. Actually, I'm imagining this in a Tag Duel.

Whatever, that isn't the point. Ok effect, potentially OP'd (You can set all your Spells/Traps before summoning this and easily pass 3100, since your opponent puts down Spells/Traps as well.
