Well for the card, unique Summoning effect and it's hard to Summon (you can inflict damage to yourself to Summon it though) but 2000 is alot so it's costly.

The Rage Counter effect is balanced since it MUST attack all monsters, not possibly 3 but 2. It will eventually destroy 3 and is therefor destroyed itself. But you should lower the ATK of it (if your opponent has 3 Blue Eyes and this destroys all of them:

 

(4000-3000) x 3 = 3000 Life Points for destroying them,

and another 24 x 200 Life Points for their Level, which makes it 4800 + 3000 = 7800!?)

 

Now I made it attack one ogf the strongest monsteres, but still

 

But if it attacks a monster int Defence Position, its high ATK wont do any damage

 

You can lower the ATK to 3500ish to make it little more balanced

Then it is more balanced but if you lose LP due to this card destroying monsters, you can just use a Spell that cuts your LPs in half and attack directly or attack all you opponents monsters if they are low-Leveled and have low ATK but it balances it out

But to summon it you need to give up 2000 Life Points + you lose like 200 x at least 3 = 600 2000+ 600 =2600

you need to lose 2600 LPs to destroy your opponent's monsters (can be worth it but it can also make you lose the duel)

Can I ask what Deck you expect to run this in? Just thinking that it doesn't really run anywhere except some Psychic Deck which uses Brain Lab without OTKing/building enough counters that it'd kill themself.

Honestly, even with 4000 ATK, this is underpowered. It drops after it kills 3 monsters only to kill yourself more. I'd only combo this with a Lightning Vortex, Heavy Storm, and Megamorph.

 

I'd...Err...Take the counters off? Or atleast take the self burn out.
