Must be an effect monster only, no Fusion or Syncrho monsters

Must be some one from History

First to 10 votes wins

The voters must have a good reason to vote that person

Winner will get +2 reps from loser.

Loser will get +1 rep from winner.

Happygosplat doesn't fulfill the card requirements: it's a Level 7 monster.

 

But I would vote for him, anyways.

It has less OCG errors and a good defensive effect: if your opponent doesn't have "France Kings", he/she will have to destroy the monster with a card effect.
