Effect:

I used to like this guy before, y'know, Phantom Darkness ruined the game.

It's outclassed Cyber Dinosuar IMO, O WAIT *re-re-read the card* this can hit from the Grave too, but personally I don't like the whole 1 on field and discard for it, when other cards do similar stuff without the discard.

Cyber Dinosaur only works if the opponent Special Summons from the hand, which not only is strictly less common than Special Summons in general but also generally means that whatever they're Special Summoning has a nuke effect that will kill Cyber Dinosaur for free anyhow.

 

Also, note that you can discard Dragon Ice as the cost to Special Summon itself.

I think that ruling is from the same source as the one that says Shapesnatch auto-wins the duel when you activate Sparks.

Your opponent special summons a guy and uses priority to activate something, you can chain this to that effect. Chain resolves backwards and opponent can't bottomless or torrent this because last thing to happen was whatever they activated with priority.

 

You should also be able to chain this guy's effect multiple times in the chain so if you want to play around bottomless you can activate his effect then chain it, resolve backwards and they can't bottomless because the summon effect on chain link 1 fizzled.

I would rather run vice dragon or cyber dragon, because this could be run over easily by many meta monsters now. If only you didn't have to discard one, then it would almost be meta-worthy.
