So the Two-headed dragon is an improved version of "Exiled Force". The effect is simple, yet useful; WATER decks would love this card. Actually, almost any deck would love this card.

 

I know your goal is to support Sea Serpents, but this card supports any deck overall, plus it might be a bit overpowered because it's a -2 for your opponent and only a -1 for you. You might want to add a condition such as "While you control another Sea Serpent-Type monster, Tribute this card to.."

With that effect, this card would only be run in a Sea Serpent Deck, and that's what you are looking for, right?
