~That effect is quite OP'ed

 

OCG is fine, but there are a few errors, the Pictures are fine..

Remove the "with its own effect"; this card cannot Special Summon itself in the first place. Probably you copied it from "Stardust Dragon/Assault Mode".

And the correct OCG is:

 

This card can attack all monsters your opponent controls once each. Each time this card destroys a monster by battle, you opponent must remove from play the card at the bottom of their Deck.

 

And the card is OP'ed. Nowadays Blue Eyes can be summoned way too easily (you can simply use "Swing of Memories", for example) and it is strong on its own. So naturally an upgraded version of it is be overpowered. The effect is good, you just picked the wrong monster.

 

As for a rate, I would give it a 5/10, because it is barely original (it's just an Assault Mode ripoff) and, of course, OP'ed.
