You can remove from play 1 LIGHT monster in your Graveyard to negate the activation of a Spell or Trap Card that targets a monster on your side of the field, and destroy it.

For a 1st timer I'm blown away! Balance is decent, and wording is spot on. Most 1st timers can't even word cards in an understandable manner. 9/10

 

Fix the balance and you get 10/10

 

Here are some ideas for that:

 

maybe add a restriction to the arbiter so it cannot be used for an easy stardust dragon, ect. Perhaps 'If you normal summon or set this this way, during this turn this card cannot be used as a Synchro Material Monster, except for the Synchro Summon of "Manwe the Adjudicator".' Or, 'If you normal summon or set this this way, during this turn if this card is used for the Synchro Summon of a monster other than "Manwe the Adjudicator", its Level is decreased by 2.'

Somewhat overpowered. You could probobly fix it by making the arbiter thing level five.

for the synchro though, I'd still limit the last effect to only once per turn, and then you'll be good
