When this card is Normal Summoned successfully, add 1 Level 3 or lower monster from your Graveyard to your hand (except "Armored Warrior"). The Special Summoning part needs a restriction BADLY. Maybe something like no other monsters in your Grave/something. Balance it and I'll rate. In that case, once you sychro with it, its gone until you use anther effect to revive it. Treeborn frog is much worse It just has to be in the GY when you have no spells and traps. I forgot that restriction, but you could set it(your opponent wouldn't know it), though you would've missed the first effect. And WORSE is that having 2 of these means you could just keep recycling them. WORSE. Also, what do you mean ROTA? This card searches from the graveyard, not the deck. It can be searched by Reinforcements of the Army is what I'm saying. If this existed, chances of my RotA going to 3 would begin to fade.
