This card cannot be Special Summoned, except by its own effect. You can Special Summon this card from your hand by removing from play 1 monster you control. While you control this face-up card all monsters destroyed by battle and sent to the Graveyard are removed from play instead. Once per turn, during your Standby Phase, you can discard 1 card to remove from play 1 monster your opponent controls. The effect is a little long, but it's very balanced, and the ATK/DEF isn't anywhere near too high for the LVL/Effect. The picture looks a bit more like Yog-Sothoth from the Lovecraft stories than the Eye of Horus symbol brought to life, but I know how hard it is to find good pictures for non-pop culture cards.
