Well, the fact that requires a WATER monster as a Synchro Material makes it not so usable for other decks, but still good. It destroyes, wether Brionac sends to hand, what can be better sometimes, but that means that this card is stoppable by Stardust. I guess it's not a bad Synchro in any Water or Ice-themed deck. People actually run Psychic Lifetrancer just because there are no other options. UNBAN DSF!! (not really)... They need to release a good Level 7 generic.
