Any smuck can make a villian which is evil, but it takes true creativity and character design to make one with a reason behind all his acts. When reading the Potter books, I had absolutely no interest in him as a character. Good villains have interesting motivations. World domination and killing the main character = Boring. Causing the downfall of civilization and creating chaos (Saint Dane)/Killing God (Aizen)/Destroying Humanity and becoming God (Sephiroth) = Interesting. That, or the manipulative, behind-the scenes villain who covers himself in anonymity, making him all the more sinister. Aizen, Davros, The Master, Fenric, Sutekh.
