I think it's a bit OPed. Also, when you say "send 1 card from the top of your deck", you don't say where to send it. Add "to the Graveyard" or wherever you want to send it in the effect. So it should read:

 

1 Tuner + 1 or more non-Tuner monsters.

Once per turn you can send 1 card from the top of your deck to the Graveyard and have this card lose 100 ATK. When this card's ATK is lower by the effect of a Monster(s) effect special summon 1 level 4 or lower monster from your hand, Graveyard or Deck. If this inflicts battle damage to your opponents Life Points these card losses 100ATK.

 

Also, I think Scope is right about how you worded part of it, too. So It should read as he put it:

Perhaps you should lose some more ATK, also. After all, it's allowing you to summon more than 1 monster per turn. In the realm of Yu-Gi-Oh, that's pretty big. Make it lose, like, 300 ATK or something. Also, forget the part about whether or not it inflicts battle damage to your opponent. If that is another effect of a monster, Spell or Trap card, then just leave this card to its own. I feel bad about all these corrections, but this is my opinion, so you may do with it as you will ^^ Here's my last correction, I promise:

As for the rest of the card, the picture is gorgeous and the effect is otherwise well thought-out, so I give it a 7/10.
