First:

You do not have to write "opponent" with capital O.

 

The card was looking good at first, but it has a lot of flaws. I'll call it underpowered, and I'm going to explain myself right now.

-Putting yourself in your opponent's shoes when this card is activated. You can imagine how your opponent will do 1 out of 2 things most of the time.

1)Pay and negate. X combo I want to do might win me the game or give me control of the Duel, what are 1000 points?

2)Let it be, don't have Spells anyways OR I can just wait for next turn.

 

Its only limited to Spells and that would be great actually because you would be able to chain it to the activation of a Spell during your opponent's Main Phase. That way, you would have already negated 1 Spell at least, and slowed your opponent for 1 turn. The problem is the paying part. People pay 1/2 their Life for a Solemn Judgment, which is up to 4000 just to negate 1 card. Giving them the option of ruining your plan for that Spell(s) or paying 1000 is an easy choice.

 

You could give them an extra something if they decided to pay, or increase the amount they need to pay to 2000. Something along the lines.

The pic is somewhat squished, but otherwise ok.

There are some OCG flaws, like: Opponent=opponent, Spell cards=Spell Cards and the "and destroy this card" part is unnessary.

I think it's quite UPed, if you would make the LP cost to "discard 1 Spell Card" or something like that, then I would like this card.
