When this card is Normal Summoned, your opponent discards a number of cards in their hand up to the number of "Ice Barrier" monsters you control. While you control this card, during the turn you Special Summon an "Ice Barrier" monster, negate the activation of all Spell and Trap Cards your opponent controls and return them to your opponent's hand.

OCG / Common Sense:
OCG is flawless. No errors whatsoever.

Effect / Originality:
Right of the bat when Normal Summoned gives a bunch of -1's to your opponent's hand for every Ice Barrier you control. Even if this is the only Ice Barrier you control, a -1 to your opponent is still helpful, even though it can be beneficial if they dump the right cards or if they're running something such as Fabled World. Has a massive Dark Bribe-like effect the turn you Special Summon an Ice Barrier monster, which fits the Ice Barrier theme and gives great control over the duel.

Usefulness / Balance:
Card is quite useful and really helpful. Lacking a drawback in the first effect, but I'm not sure if a drawback is needed for a card like this. The balance is well thought out for such simple things. Like instead of destroying the activation of a Spell or Trap after negating it, instead, it goes back to your opponent's hand, giving them a second chance to use it.

Ratings:
OCG / Common Sense: 2/2
Effect / Originality: 4/4
Usefulness / Balance: 3.9/4
Overall: 9.9/10

If this was for any other Deck, it would be unbelievably broken. Luckily, Ice Barriers are a completely slow Deck, so it's just decent support.
