Lightsworn win games with tempest using lumina and lyla.
Blackwings can tech spies so winning with tempest + arcanite is possible.
Loads of decks can play breaker.
Mind control still exists for random wins.
Monster reborn also exists.

I'll emphasize the [b]many[/b]. Spellcasters are rarely the majority type in Tier 1 and 2 decks is what I meant.

That's not relevant. So long as its summonable, you should play them.

Using 1 in your Extra Deck if you have a means of summoning Tempest Magician isn't a bad idea actually. 2200 ATK is pretty pathetic for a Level 6 non-generic Synchro but ATK points aren't everything when you consider the fact it can help win you the game with its Effect. Look at Brionac. It has lower ATK than Goyo Guardian yet it's Effect keeps it from being outclassed by crap like Gaia Knight who is better than Iron Chain Dragon because its 2600 ATK is good for running over Stardust Dragon in battle without dying while Iron Chain Dragon has an underwhelming effect anyway and has to crash into Stardust leaving you with 1 less monster while in Gaia Knight's case you could still have your monster and Stardust is gone. 1 space in your Extra Deck for Tempest Magician isn't gonna hurt if you are able to Summon it.

All true. Well Twilights run Lumina and Lyla... What would you remove from your Generic Side in your Twilight for Tempest?

Since I have a habit of running Fortress Dragon in all my generic Extra Decks, I guess that could go if you feel it's uneeded. Either that or 1 of the Level 8 Synchros since Level 8 Synchros aren't exactly the easiest to achieve in an LS or LS variant Deck. Well they have Chaos Sorcerer to help with that but they can do without 1.

Heh, fair enough. But Explosive Magician isn't so lucky. He only works in an Endymion Counter deck.
