If they stopped at Airbellum, this would be perfectly fine as long as they banned Airbellum but that would restrict future design of Level 3 or lower Beast-Type Tuners. Banning Rescue Cat makes more sense than banning a bunch of Tuners whose only crimes are being able to be Summoned via Rescue Cat.

Only because of the fact it is a Level 2 Beast-Type Tuner. With Rescue Cat banned, there's no reason for it to be.
