My newest card, I haven't seen anything like this before really.

LORE:This card can only be activated in your Standby-Phase. When this card is activated both players must take all cards in their respective Graveyards and all cards removed from play and shuffle them together to make new respective decks. Both players must then shuffle their existing decks and place them face-up in their respective Graveyards. Both players must then place their new decks in their respective Deck Zones and continue the duel.

It does let me simplify for you

-get cards in GRAVEYARD + CARDS REMOVED FROM PLAY join them together to form a new deck
-shuffle your existing DECK flip it upside down and put it in the graveyard.
-put your new created deck in the deck zone
-both players do this
-continue duel.

This card already exists (Well similar to yours) but I think it's banned, well it is on the game I have.

Mine is slightly different as there is no card limit and it also workes with removed from play cards so it may work in a DD deck

what does "then ask ballance" mean??

Exchange of Spirit is banned card
this let you add your removed from play cards too >_<

Bad argument is bad. Just because it [i]could[/i] do the same with you doesn't make this card any less overpowered. Furthermore, why would you even activate this card when you don't have many cards in your Graveyard/RFG Zone?
